Create command-line conversion / import subcommand.
Description
Add file conversion functionality to the URF CLI.
This functionality will eventually be extremely useful in converting TURF to/from columnar CURF format from the command line. Initially we will use it to "import" one or more CSV files, along with optional associated sidecard files.
